Step 2 - Determine internal capability to develop and deliver a training product that meets the established intent and criteria.

Step 3 - Contact wildland fire agency training officers to research market need and establish customer(s).

Recommend a letter of introduction that includes: general description of expertise; roster of instructor with qualifications and experience; and statement affirming review of the criteria and describing intended process to be used for developing a training product to meet the criteria.

Step 4 - Negotiate agreement with customer to host delivery of an alpha test course and a subsequent number of course deliveries if alpha product receives satisfactory evaluation.

Step 5 - Insure customer contacts appropriate agency personnel in advance to initiate the evaluation process.

Some agencies require that providers be formally certified. Be prepared to engage with the customer agency in a formative evaluation process. In addition to an initial alpha test course, past vendors have required one or more follow-up beta courses prior to receiving certification.
